Did you know some schools must borrow from banks?
• Many schools are being forced to borrow from banks
to keep the doors open.

• Ongoing proration and a bad economy has caused an
inaccurate budget for operational expenses for schools.

• The state requires schools to spend earmarked funds
for specific items and services whether the school can
afford it or not.

• A real budget allows the superintendents and school
boards to properly plan the year for all the schools in
their district.
• The lack of appropriate state funding for education
pressures taxpayers on a local level. If the money is not
there, many local schools must borrow from banks to
make up for the shortfalls in the education budget.

• Reserve funds mandated for education have been
depleted. This could result in larger classrooms, the termination of some extracurricular activities, or negative changes in the school structure itself.

Legislative Conference 2010

SSA's Legislative Conference featured an Education Forum with Gubernatorial Candidates Bentley, Byrne, Davis, James, Johnson, and Sparks. Dr. Joyce Levey was honored as Alabama's 2010 Superintendent of the Year, and Dr. David Bronner spoke to attendees about Alabama's economic situation during the Superintendent of the year Luncheon. Members heard from Mr. Jim Williams on "Budgeting Challenges" and Dr. Paul Houston on "Challenges Facing Public Education". Ms. Noelle Ellerson presented "Federal Issues: AASA Survey Results"; Mr. David Smith discussed "State Issues: Where Our School Systems are Today and How We Got Here"; and Dr. Joe Morton shared "State Issues: Budget Proposal for 2011 and Other Issues".
